EXPERIENCE
Mr. Thomas has over twenty-five years of consulting experience as a Professional Wetlands Scientist and environmental planner with major responsibilities for evaluating wetland functions and wildlife habitat value via complex assessment models. Develops mitigation concepts and plans, files applications and represents clients at Board meetings, coordinates with Federal and State Agencies and provides state of the art technology and advice for wetlands restoration and rehabilitation. Mr. Thomas also compiles Environmental Impact Assessments and prepares impact statements for Federal and State Agencies. Mr. Thomas also managed a small business as President and CEO.

Ware Creek Reservoir - Developed a wetlands mitigation plan and provided technical advice to James City County and the prime consultant for restoration of 450 acres of bottomland hardwood forest and tidal freshwater wetlands. Prepared major portions of the draft and final Environmental Impact Statements. Provided technical advice, consultation and liaison with the Corp of Engineers and other Federal Agencies for the Ware County Creek Reservoir 404 permit.

Henrico County, Parks and Recreation - Delineated wetlands on five park projects. Secured Federal and State Permits for three parks including preparation of Environmental Impact Statements, Endangered Species investigations, fish and wildlife consultations, and wetland mitigation concept reports.

Ford's Colony - Evaluated, planned, and developed a wetland mitigation plan for a major golf course and housing development project. Represented Ford's Colony in securing the environmental control permits including Corps of Engineers 404 Permits, Virginia Marine Resources, and Department of Environmental Quality permits.

Commercial Sites - Managed and secured Corp of Engineers wetland impact permits for Atlantic Waste Disposal facility in Sussex County with 17 acres of wetland fill. Managed and secured Corp of Engineers and Department of Environmental Quality permit for a 26 acre commercial site for the Daniels Corporation off the Dan River in Danville, VA.

Subdivisions - Secured permits for development of numerous subdivisions with impact to wetlands. These included: River's Bend, The Highlands and Summerford in Chesterfield County; Cambridge, Northbrook and Barrington in Henrico County; Cool Springs in Hanover County and Stonewall in Spotsylvania, County.
